Bachata is made up of variations of steps on the count of 1,2,3,4 - number 4 is usually used to add hip movement or a tap.  It is built on hip movement and footwork mainly, with added movement in the upper body if desired...Here is a link to a great bachata track to give you an idea of how it sounds.
